If you want to restrict certain types of customers (either Account or Credit card) to certain shipping rules, here's how.

Navigate to Settings > Shipping/Delivery > and either create a new shipping zone or select an existing one.

Select or create a new Shipping Rule and within here you'll see a dropdown

This will be defaulted to 'All Customers' so any customer placing an order can see that rule if their order falls within set parameters. However if you only want it to show to Credit Card customers, simply select Credit Card Customers and Save. It's that easy!
