In your customers' account settings, there is a toggle for 'cheapest price'.

This ignores all contracts and contract priorities and will always choose the cheapest price for your customer 

This can be put in place via Customers > Accounts > Select Account > Edit Pencil ✏️ (in orange circle when selected account) > Pricing Options > Switch show cheapest price on > Save.
